The loan helps Indonesia improve its international balance of payments, which is in the economic difficulty resulting from the economic crisis spread through Asia. At the same time, the loan will also contribute to mitigate the effects of the economic crisis on the poor and the socially vulnerable groups, for the counterpart fund of the loan is to be used for financing to;

  1. local currency portion of the development projects implemented by the Japanese ODA loan, the World Bank and the ADB which is needed to be financed by the Government of Indonesia, and
  2. energy and electricity related expenditures which low-income people tend to spend much. The loan is cofinanced with the World Bank.
