Joint Statement by the Co-chairs of the Tokyo Conference on Peace and Reconstruction in Aceh


    The European Union, Japan, and the United States, Co-chairs of the Tokyo Preparatory Conference on Peace and Reconstruction in Aceh, express our deep concern at the possible breakdown of the peace process in Aceh.

    We strongly urge GAM, without further delay, to declare its unconditional support for a peaceful solution of the Aceh conflict and its respect for the provisions of the COHA, especially with regard to demilitarization and an eventual political solution.

    We strongly hope that the Indonesian government can pursue peaceful alternatives to launching a combined operation in Aceh. We strongly urge both sides to refrain from violence and encourage them to redouble their efforts to resume political dialogue and jointly support the work of the Joint Security Committee (JSC). Specifically, JSC monitors should quickly return to their duties.

    We again stress our commitment to the territorial integrity of the Republic of Indonesia and do not support attempts to challenge Indonesia's present borders. As friends of Indonesia, we believe that a policy based on dialogue is the best way to resolve the Aceh conflict. To that end, we wholeheartedly support the Cessation of Hostilities Agreement (COHA).

    We hope both parties will put above other interests the clear wish of the Acehnese people to live in peace and security.

    The Co-chairs remain willing to continue to give support to the cease-fire and to future reconstruction of Aceh if peace prevails.
