Kami, para Ketua Bersama dalam Konferensi Tokyo tentang Perdamaian dan Pembangunan Kembali Aceh, menegaskan kembali dalam pengertian yang paling keras dukungan kami pada Perjanjian Penghentian Permusuhan (COHA) dan penyelesaian damai atas konflik di Aceh. Kami menyambut baik penegasan kembali niat Pemerintah Indonesia untuk terus menempuh jalan resolusi damai atas konflik tersebut.

    Kami menekankan kembali komitmen kami pada keutuhan wilayah Republik Indonesia dan tidak mendukung upaya apa pun yang menentang perbatasan Indonesia saat ini. Konsekuensinya, kami merasa bahwa satu-satunya penyelesaian yang tepat atas konflik di Aceh harus menggunakan Otomomi Khusus sebagai titik awal sebagaimana yang sudah disetujui oleh para pihak.

    Kami dengan tegas mendesak kedua belah pihak untuk menahan diri agar tidak menempuh jalan senjata atau kekerasan lain, yang tidak akan efektif menghasilkan solusi atas konflik ini. Jepang, UE, A.S. dan Bank Dunia mengecam kekerasan dan ancaman baru-baru ini terhadap beberapa regu pemantau dan mendesak Pemerintah Indonesia agar segera mengambil langkah-langkah untuk menjamin keamanan fisik para pemantau di lapangan, dengan bekerja erat dengan JSC di mana Pemerintah Indonesia merupakan bagian tak terpisahkan, dan mendesak kedua belah pihak agar menahan diri untuk tidak melakukan intimidasi atau gangguan terhadap para wakil dari masyarakat sipil. Kami menyambut baik pernyataan Kapolri Da'i Bachtiar bahwa Pemerintah Indonesia akan memenuhi tanggung jawabnya untuk melindungi para pemantau, menyelidiki beberapa kejadian baru-baru ini dan menghukum mereka yang bertanggung jawab atas kejadian-kejadian tersebut. Kami mengimbau GAM agar segera meninggalkan semua tindakan yang bisa mengacaukan proses perdamaian.

    COHA, dengan ketentuan-ketentuannya tentang pembangunan kepercayaan, demiliterisasi, dan suatu dialog yang melibatkan semua unsur dalam masyarakat Aceh, adalah satu-satunya cara untuk mengatasi konflik di Aceh secara damai. Kami siap untuk melaksanakan dukungan kami pada proses tersebut.

    Perjanjian tanggal 9 Desember sampai sejauh ini telah berhasil mengurangi kekerasan di provinsi itu. Kami mendorong kedua belah pihak agar sepenuhnya tunduk pada COHA, tapi, juga lebih jauh lagi, bertindak melampaui sekadar hakikat teknis perjanjian ini dan memulai kembali perundingan politis untuk mencapai penyelesaian yang langgeng dan disetujui bersama atas konflik tersebut. Kami percaya sekali bahwa hanya perundingan politis dan tindakan nyata menuju ke pemilihan yang bebas, adil dan demokratis di Aceh pada 2004 saja yang akan benar-benar melayani kepentingan rakyat Aceh dan keutuhan serta stabilitas Indonesia.

    We, Co-chairs of the Tokyo Conference on Peace and Reconstruction in Aceh, reaffirm in the strongest possible terms our support for the COHA and the peaceful solution of the conflict in Aceh. We welcome the reaffirmation of the Indonesian government’s intention to continue down the path of peaceful resolution to the conflict.

    We again stress our commitment to the territorial integrity of the Republic of Indonesia and do not support attemps to challenge Indonesia’s present borders. Consequently, we feel that the only appropriate solution to the conflict in Aceh must use Special Autonomy as a starting point as already agreed to by the parties.

    We strongly urge both sides to refrain from recourse to armed or any other violence which is not an effective means to bring a solution to this conflict. Japan, EU, the US and the World Bank deplore the recent violence and threats of violence directed against several of the monitoring teams and urges the Government of Indonesia to take the immediate steps to ensure the physical security of monitors in the field, in close co-ordination with the JSC of which the Government is an integral part and urge both parties to refrain from intimidation or harassment directed at representatives of civil society. We welcome statements by National Police Chief Da’i Bachtiar that the Government of Indonesia will fulfill its responsibility to protect the monitors, investigate the recent incidents and punish those responsible. We call upon the Free Aceh Movement to immediately cease all actions that could undermine the peace process.

    The COHA, with its provisions for confidence building measures, demilitarization and an all-inclusive dialogue involving all elements of Acehense society, is the only way to solve the conflict in Aceh peacefully. We stand ready to reinforce our support for that process.

    The December 9th agreement has been successful so far in reducing the violence in the province. We encourage both sides to fully abide the COHA, but, furthermore, go beyond the purely technical nature of this agreement and restart the political negotiations to find a mutually agreed upon and lasting solution to the conflict. We firmly believe that only political negotiations and concrete action towards free, fair and democratic elections in Aceh in 2004 will truly serve the interest of the people of Aceh and the integrity and stability of Indonesia.
