Assistance from the Government of Japan
In Response to the Earthquake Disaster in Yogyakarta and Central Java
(Seamless response from emergency aid to assistance for rehabilitation and reconstruction)

1. In response to the earthquake disaster which hit Yogyakarta and Central Java on 27 May 2006, the Government of Japan committed to extend grant assistance totaling USD 10 million for emergency aid and rehabilitation and reconstruction on 28 May 2006. The Government of Japan has also provided emergency relief goods worth of USD 180,000, and dispatched JICA Emergency Medical Team and JSDF Medical Team to the suffered area.

(1) The disaster emergency relief goods of approximately USD 180,000 million Yen were handed over to Sri Sultan Hamengku Buwono X (Governor of the Yogyakarta Special Region) on 31st May, and subsequently delivered to those affected by disaster in Bantul Regency. The breakdown of the relief goods is as follows :
          Tents (100 units),
          Water Purifiers (10 units),
          Generator sets and cables (10 units),
          Plastic rolls (100 units),
          Blankets (2000 units),
          Sleeping Mattresses (1500 units),
          Water Tanks 2000 L (10 units)


(2) The Japanese Medical Teams are in action on the ground intensively conducting their activities on the sites.

      • The JICA Emergency Medical Team is providing medical services in front of the Muhammadiyah Hospital in Bantul Regency since 29 May. The team also provides mobile medical care for patients in the surrounding mountain areas.

      • The main body of the JSDF Medical Team arrived at the disaster site on 2 June, and immediately set up a medical base at the office of the Lurah of Bunder, Jl. Wonosari, in Patuk, Gunung Kidul Regency. The team also provides mobile medical care for the surrounding areas.

      The number of patients treated by both Japanese teams is as follows:

(3) Out of the USD 10 million of Japanese grant assistance, USD 4 million will be used for the purchasing emergency relief goods. To that end, on 1 June, The Government of Japan has dispatched JICS (Japan International Cooperation System) experts in charge of identifying goods which are in acute needs on the disaster sites. Selection and provision of the goods will be completed within few days, following the consultation with the Indonesia authorities. (Local procurement is expected.)

(Note : Out of the USD 10 million, USD 1 million will be distributed to the IFRC - International Federation of Red Cross and Red Crescent Societies).


2. In addition to the above mentioned assistance, the Government of Japan has also decided to send a mission, which is composed of officials from Japanese ministries concerned and JICA, to the disaster sites on 6 June (Leader : Mr. YONEDA Kazuhiro, Deputy Director General, Southeast Asia Department, JICA). The mission will extensively conduct needs assessment for rehabilitation and reconstruction. The dispatch of the mission is expected to contribute to the speedy formulation of rehabilitation and reconstruction projects, thus ensuring seamless response from emergency phase to rehabilitation and reconstruction phase in the project.

(Note : Out of the USD$ 10 million of grant assistance, USD$ 5 million will be used for rehabilitation and reconstruction assistance.)
