Japan's Grant Aid to RI to Provide Patrol Vessels
(For the prevention of Piracy, Maritime Terrorism and Proliferation of Weapons)

1. The Government of Japan has decided to extend grant aid totaling ¥1,921 million (approximately US$ 17.24 million or Rp. 159.6 billion) to the Republic of Indonesia for the construction of patrol vessels. This assistance is to support Indonesia’s efforts for the prevention of piracy, maritime terrorism and proliferation of weapons. The diplomatic notes were signed between Mr. Shin Ebihara, Ambassador of Japan to the Republic of Indonesia, and Mr. Primo Alui Joelianto, Director General for Asia Pacific and Africa Affairs, Department of Foreign Affairs of the Republic of Indonesia, in Jakarta on June 15, 2006.
The project title and maximum amount are as follows;
"Construction of Patrol Vessels for the prevention of Piracy, Maritime Terrorism and Proliferation of Weapons"
(¥ 1,921 million, approximately US$ 17.24 million or Rp 159.6 billion).
2. The details of the project;
    Indonesia has the world-important sea traffic area such as the strait of Malacca and Singapore. On the other hand, thirty percents of all piracy and armed robbery incidents in the world happens in Indonesian sea area. Therefore, enhancement of maritime security system in Indonesian sea area is one of the urgent subjects. Especially, the ships related to Japan hold nineteen percents of all passing traffic in the strait of Malacca and Singapore. Japan is trying to support the efforts of Indonesian authorities to enhance maritime security in these sea areas.
    Under such situation, the Government of the Republic of Indonesia requested the grant aid cooperation regarding the necessary funds to dispose some high-speed patrol vessels of which enable to make good use for chasing Piracy, etc. in Marine Police’s bases on the coast of the strait of Malacca and Singapore from the Government of Japan.
    It is expected that this project will enhance the coastal patrol system in the strait of Malacca and Singapore and realize the complete peacetime surveillance network and the quick urgent countermeasures and greatly contribute to the prevention of piracy, maritime terrorism and proliferation weapons..
3. The Government of Japan, as one of the largest donors to Indonesia, will continue to assist Indonesia’s various reform efforts, including in the area of security and peace building..
