Japan’s Assistance for Earthquake in Yogyakarta and Central Java through Grant Aid for Grass-Root/ Human Security Project
(Dissemination and Training of Earthquake-Resistant Housing in Yogyakarta)

1. The Government of Japan has extended grant aid for the Grass-root/ Human Security Project with total amount up to US$ 82,499 (approx. Rp. 685million) to Center for Earthquake Engineering, Dynamic Effect, and Disaster Studies (CEEDEDS), Indonesian Islamic University (UII) in order to conduct workshop and to disseminate manuals on earthquake-resistant housing in areas affected by the May 27th earthquake in Yogyakarta Special Region (DIY) and Province of Central Java.
2. With this assistance, UII-CEEDEDS will conduct workshop including technical training on earthquake-resistant housing for 160 carpenters and construction supervisors who will be engaged in the rehabilitation of housing in disaster affected areas, and disseminate 7400 copies of manuals on earthquake resistant structures. The workshop which will be opened by Mr. Ken Okaniwa, Minister, Embassy of Japan, will take place at the UII campus, Sleman District, Yogyakarta from Monday, 28 August 2006 until Thursday, 28 September 2006 in eight sessions.
3. Earthquakes frequently occur in Indonesia, which cause heavy damage of houses in many cases. The May 27th earthquake killed nearly 6,000 people and destroyed more than 340,000 houses in DIY and Central Java. In this case, it is clear that the houses without earthquake resistance caused unnecessary losses and damage in the said areas.
4. Prior to the May 27th earthquake, Japan had extended an assistance to UII-CEEDES in March 2004 to conduct workshop and to disseminate manuals on earthquake-resistant housing. The carpenters who attended this workshop built three houses in Bantul District, DIY. Theses were the only houses in the area which did not collapse as a result of the May 27th earthquake. It is expected that in the process of reconstruction and rehabilitation for earthquake affected areas in DIY and Central Java, this assistance will contribute to reconstructing earthquake resistant houses in anticipation of future earthquake.
5. Since the May 27th earthquake, the Government of Japan has already implemented the following assistance in wake of the May 27th earthquake.
Emergency relief goods such as tents, water purifiers, etc. were handed over on 31 May. (total amount approx. USD 180,000)
Medical Teams from JICA and the Self Defense Forces were dispatched, and treated a total of about 4,000 patients.
Implementation of grant aid
        - USD 1 million to IFRC ( Red Cross and Red Crescent Societies)
        - USD 4 million to the Government of Indonesia to procure urgently needed goods such as school tents           (3,700sets), family tents (2,400sets), etc.
        - 890 million yen to the Government of Indonesia to reconstruct schools and puskesmas in           Bantul District.
Support for disseminating earthquake proof building technique etc.
        - JICA implements of a number of community empowerment projects such as support for socializing earthquake proof building technique, for revitalizing SMEs, etc.
