Peacebuilding Assistance for Conflict Areas in Aceh through the Grant Assistance for Grass Roots Human Security Projects
(Community Recovery Assistance in Pidie District)

1. The Government of Japan, with the aim of contributing to the consolidation of peace in Aceh through its Grant Assistance for Grass Roots Human Security Projects, has decided to extend grant aid assistance to four local NGOs active in Aceh to the amount of USD 357,494 (approx. Rp. 3,000,000,000).


2. As this cooperation will be implemented with the purpose of assisting GAM ex-combatants striving to return to civilian life and improving the livelihoods of conflict victims in Pidie District, where the conflict damage was particularly heavy, assistance will be in the form of rehabilitation of agricultural infrastructure and sustainable community development. The four projects are as below :


(1)

“Project for Support for Conflict Victims through Weir and Channel Rehabilitation in Bandar Baru Sub-district, Pidie District”

Implementing Partner : Yayasan Perak.

Value of Assistance : USD 90,081

The project will rehabilitate irrigation facilities leading to an increased yield from the surrounding rice fields with the aim to uplift and stabilize the lives of the community.
 

(2)

“Project for Support for the Development of Conflict Affected Area through Improvement of Irrigation Facilities and Agricultural Training for Conflict Victims in Tangse Sub-district, Pidie District”

Implementing Partner: Yayasan Embun Pagi

Value of Assistance: USD 90,080

The project will, in addition to rehabilitating irrigation facilities leading to an increased yield from the surrounding rice fields, carry out training for chili farming in order to uplift and stabilize the lives of the community.

“Project for Support for Cacao Plantation Rehabilitation and Treatment for Conflict-Affected Farmer Groups in Pidie District”

Implementing Partner: Yayasan Tunas Bangsa.

Value of Assistance: USD 90,002

The project will regenerate cocoa plantations that fell in to ruin due to the conflict and carry out technical skills training for cocoa farmers with the intention of improving and stabilizing the lives of the communities living in conflict areas.

“Project for Community Empowerment through the Usage of Rattan for Producing Furniture in Pidie District”

Implementing Partner: Yayasan Al-Afghani

Value of Assistance: USD 87,331

The project will carry out training to use rattan to produce furniture so as to uplift and stabilize the lives of the communities living in conflict areas.
 

3. Aceh was in conflict for many years, however, with the signing of the MoU peace agreement in August last year, efforts are underway to build peace. In Pidie District, which was a center of particularly heavy fighting, the entire region was affected adversely by the conflict. Due to this, both promoting GAM ex-combatants’ return to civilian life and peace consolidation in the region by accelerating development of conflict-affected areas in mid-long terms as part of the peace building process in Aceh are of significant importance.

Furthermore, the Government of Japan, in addition to peacebuilding support for Aceh, has supported projects worth approximately USD 300 million (Bi-lateral 160 million (including from JICA), and 140 million through international agencies) for rehabilitation in response to the earthquake and tsunami of December 26, 2004
