Jakarta, 27 Febuari 2008 Peace-building Assistance for Conflict Areas in Aceh through the Grant Assistance for Grass Roots Human Security Projects
(Former GAM Combatant Reintegration and Economic Empowerment for Conflict Affected Communities)

1. With the aim of contributing to the consolidation of peace in Aceh, the Government of Japan has decided to extend Grant Assistance for Grass Roots Human Security to one provincial government agency and four NGOs active in Aceh to the amount of USD 420,000 (approx. Rp. 3,900,000,000). On February 27, 2008, the ceremony for the grant contract signing was carried out at the BRA office in Banda Aceh, witnessed by Mr. Ken Okaniwa, Minister of the Embassy of Japan in Indonesia.
2. This grant assistance will be used to support the improvement of livelihoods of former combatants aiming to reintegrate and conflict affected communities, and revitalize the economy in conflict affected areas. The summaries of the five projects are as follows:

The Project for the Construction of Training Facility for Conservation Management in Banda Aceh City, Aceh Province”
Implementing Partner : Aceh Conservation Agency (BPKEL)
Value of Assistance : US$ 83,103
The project consists of constructing a training facility for environmental conservation and related training to promote the environmental protection of the Leuser Ecosystem. With the construction of this facility it is expected that training and capacity building will be implemented for unemployed former combatants and local environmental NGOs so that they can take an active role in the field of environmental conservation and forest protection. |
(2) | “The Project for Capacity Building of Coffee Farmers in Central Aceh District, Aceh Province”

Value of Assistance : US$ 82,448
In Central Aceh’s main industry of coffee, due the long-running conflict, production and quality deteriorated. In order to rebuild this industry the project will promote the capacity building of coffee farmers through training in coffee cultivation and provision of inputs. |

“The Project for Rehabilitation of Irrigation System through Weir Re-construction and Channel Recovery in Conflict Affected Community in
Bandar Dua Sub-district, Pidie Jaya District, Aceh Province”
Implementing Partner : Malem Dagang Foundation
Value of Assistance : US$ 86,074
This project, through the rehabilitation and construction of irrigation facilities that have not been utilized for many years due to the conflict, supports the revitalization of the local economy and the facilitation of former combatant reintegration in three villages, namely Alue Sane, Drien Tujoh and Blang Kuta, in Bandar Dua Sub-district, Pidie Jaya District.. |

“The Project for Economic Development of Conflict Affected Farmers and Resolution of Local Conflict Through Construction of Irrigation System in
Beulasan River, Pidie Jaya District, Aceh Province.”
Implementing Partner : Pidie Agribisnis Foundation
Value of Assistance : US$ 82,031
In this project, through the construction of a dam with a water dividing function, water will be diverted to rice fields thereby increasing the production of rice in the target area. Furthermore, traditional water resource management committees will be re-established. Through the project, the income of local farmers, who suffered during the conflict, will increase and a long running local conflict over water resource allocation will be resolved. |

“The Project for Economic Development and Empowerment for Conflict Affected Community in Indrapuri Sub-District, Aceh Besar District, Aceh Province”
Implementing Partner : Seuramo Aceh Foundation
Value of Assistance : US$ 82,334
This project targets direct conflict victims, GAM supporters and former combatants in three heavily conflict affected villages in Indrapuri Sub-district, Aceh Besar District. The project provides agricultural assistance for men and supports traditional sewing and embroidery activities for women including conflict widows with the aim of revitalizing the local economy and promoting the return of former combatants in to the local community.

3. After many years of conflict in Aceh, with the signing of the MoU peace agreement in August 2005, consolidation of peace through the reintegration of ex-GAM combatants in to society and revival of the economy have become key challenges. Through recovery projects in former conflict areas, the reintegration of former GAM combatants in to society is expedited and economic development is promoted leading to the consolidation of peace which supports essential stability in Indonesia and consequently in the region.
