Jakarta, July 10, 2008 Ground-breaking Ceremony for Japan’s Grant Aid for Animal Health Laboratories for Diagnosis of Avian Influenza and Other Animal Diseases

On 10 July, 2008, a ground-breaking ceremony for construction of a Disease Investigation Center (DIC) was held in Subang Regency, West Java Province, with regard to a grant aid from the Government of Japan (GOJ) to the Government of Indonesia (GOI) named “Improvement of Animal Health Laboratories for Diagnosises of Avian Influenza and Other Major Diseases of Animals”. The participants were Mr. Satoru Sato, Charge d’Affaires ad interim of the Embassy of Japan in Indonesia, from Japanese side, and Dr. Anton Apriyantono, Minister of Agriculture, Mr. Ahmad Heryawan, Governor of West Java and Mr. Eep Hidayat, Head of Subang District from Indonesian side. GOJ provides a total amount of up to 1.781 billion Yen (approx. USD 15.49 million or RP 145.5 billion) for this grant aid to support the effort of GOI to control Highly Pathogenic Avian Influenza (HPAI). The diplomatic notes regarding this grant aid were signed and exchanged between two governments in September, 2007.
In Indonesia, infections of HPAI of poultry have been observed in 31 out of 33 provinces and the number of poultry died or slaughtered because of the disease amounts to more than 12 million while the number of deaths of human from HPAI reaching 110 (as of July, 2008). Under such a situation, it is crucial to curb HPAI infection among poultry and thereby reduce the risk of the infection from poultry to human
    In this Japan’s grant aid, 1 new DIC will be established in Subang (West Java) and 2 existing DICs in Medan and Bandarlampung will be renovated. In addition, technical assistance for utilizing the diagnostic facilities and equipments provided will be implemented. Seven DICs in Indonesia (eight DICs if one in Subang will be established) play a key role in surveillance and diagnosis of animal diseases including HPAI in the regions. Therefore strengthening their function contributes significantly to early detection of HPAI cases and proper and prompt response. Furthermore, DICs have been taking on a duty as Regional Management Units (RMU), which are the centers for activities for the control of HPAI in the regions. In this sense, the grant aid is highly significant.
    The construction works for three DICs and the technical assistance are planned to be completed by March, 2009
Japan has been supporting Indonesia’s efforts to fight against Avian Influenza both in terms of human health and animal health. Total amount of Japan’s assistance on HPAI since 2004, which includes the contribution through international organization such as WHO and FAO, and Asian regional programs, is more than USD 222 million of which about USD 37 million has been directly provided to Indonesia (this grant aid is included). The GOJ is committed to continuing its active support to the efforts of the GOI to contain HPAI.
