Jakarta, 31 March 2009 Japan to Provide Yen Loan Assistance to Indonesia for five projects

The Government of Japan has decided to provide Yen Loan assistance to the Government of the Republic of Indonesia, totaling up to ¥71.245 billion* (approx. US$ 728 million) for five projects in order to support its efforts for economic and social development. Notes to this effect were exchanged on March 31. in Jakarta between Mr.Takio Yamada, Charge d’Affaires ad interim of Japan to the Republic of Indonesia, and Mr.T.M.Hamzah Thayeb, Director General for Asia Pacific and African Affairs
Department of Foreign Affairs.
*Together with ¥18.59 billion of two program “Fifth Development Policy Loan” and “Infrastructure Reform Sector Development Program (II)” (notes were already exchanged on March 24, 2009) and ¥30.768 billion of “Climate Change Program Loan (notes were already exchanged on August 28, 2008), Japan’s yen loan agreed to extend to Indonesia in Japanese fiscal year 2008 totals ¥120.60 billion (approx.US$ 1.23 billion).
The project titles and maximum amounts are as follows:

(¥6,060 million, approx. US$62.0 million) |

“Development of Bandung Institute of Technology (III)”
(¥5,659 million, approx. US$57.9 million)

“Construction of Jakarta Mass Rapid Transit Project (I)”
(¥48.150 million yen, approx. US$ 492.3 million) |
(5) |
“Engineering Services for Java-Sumatra Interconnection Transmission Line Project”
(¥3,886 million, approx. US$39.7 million) |
The outlines of the five projects are as follows:
(1) |
Urban Flood Control System Improvement in Selected Cities |
This project is to cope with frequent and serious flooding that have been suffering and severely damage the socio economic of the people living in the cities for years, construction of flood control works to mitigate the flooding /inundation damage is urgently needed.. |
(2) |
Countermeasure for Sediment in Wonogiri Multipurpose Dam Reservoir (I) |
This project aims at securing the proper function of the intake of Wonogiri Multipurpose Dam and reservoir that provides water for power generation and irrigation water supply with provision of combination of structural and non structural measure to cope with the sediment inflow into the reservoir from the Keduan River. |

Development of Bandung Institute of Technology (III) |
This project aims to promote qualitative and quantitative expansion of education and research at Bandung Institute of Technology by developing its research facilities and center for University-Industry-Community Linkages. |
(4) |
Construction of Jakarta Mass Rapid Transit Project (I) |
This project aims to increase the transport capacity and improve the environment by constructing a Mass Rapid Transit (MRT) system (between Lebak Bulus and Dukuh Atas) in the Jakarta metropolitan, which suffers heavy congestion.

(5) |
Engineering Services for Java-Sumatra Interconnection Transmission Line Project |
This project aims to resolve the restricted supply of electricity and improve the reliability of electric supply at Sumatra system and Java-Bali system through the construction of new transmission line and transformer substation in order to interconnect both systems.
This Yen-loan aims engineering service to implement the project smoothly such as detailed design.

Loan conditions are as follows:

Annual interest rate: 1.4% (general terms). |
*For consulting service part of the project, the interest rate will be 0.01%. |

Repayment period: 30 years (including a grace period of 10 years) |

Procurement condition: general untied loan |
For project (3) |
i) |
Annual interest rate: 1.4% (general terms). |
*For human resource development portion, preferred condition is applied. Annual interest rate: 0.55%. |
*For consulting service part of the project, the interest rate will be 0.01%. |

Repayment period: 30 years (including a grace period of 10 years) |
iii) |
Procurement condition: general untied loan |
For projects (4) |
i) |
Annual interest rate: 0.2% (Special Terms for Economic Partnership) |
*For consulting service part of the project, the interest rate will be 0.01%. |

Repayment period: 40 years (including a grace period of 10 years) |

Procurement condition: tied loan |
For projects (5) |
i) |
Annual interest rate: 0.01% |

Repayment period: 30 years (including a grace period of 10 years) |

Through these five projects above and an already agreed program, it is expected to achieve the improvement of investment climate and the enhancement of human resource development in Indonesia as well as the promotion of governance reform and poverty reduction by the Government of Indonesia.
With this exchange of notes, the aggregate of agreed Japan’s Yen Loans to the Republic of Indonesia amounts ¥4.392 trillion (approx.US$ 44.9 billion).
